本学は,主として現職教員の学校教育に関する
高度の研究・研鑽の機会を確保する大学院修士課程,初等教育教員を養成する学部を有する
新構想の教員養成大学として昭和53年10月に創設された。
その後,平成8年4月に学校教育の実践を踏まえた
高度な研究・指導能力を持った人材を育成する連合大学院博士課程が設置され,
学部,大学院を通じ学校教育に関する理論的,
実践的な教育・研究を進める「教員のための大学」
学校教育の推進に対し国の内外に「開かれた大学」
教育実践の絶えざる改善・創造に向けて「発信する大学」として,教員の資質向上に努めている。
さらに平成20年度に専門職学位課程として教職大学院を設置した。

The university was established in October, 1978 as an institute with two programs embodying a new concept of education. The Graduate School of Education (Master’s Program) provides in-service teachers with opportunities to carry out high-level research on education. The Faculty of School Education (Undergraduate Kindergarten and Elementary School Teacher Training Program) trains kindergarten and elementary school teachers. Then in April, 1996, the Joint Graduate School in the Science of School Education (Ph. D. Program) was opened to develop educators with high level research and teaching abilities. Ever since, with the three programs, the university has been striving to be:
a “university for teachers” which carries out both theoretical and practical research on education,
a“university open to society” in Japan and overseas which promotes school education from a wider perspective, and
a “university disseminating information” which constantly helps modify and upgrade teaching practices.
Most recently, in 2008, the university founded the Graduate School of Education for Professional Degrees (Master of Education Program).
